Why government institutions remain backward?

Everytime we turn on TV and looking for harmless program, we end up watching TVRI, Indonesian public TV, which owned by government. Nevertheless, my hubby always complain of TVRI poor quality in term of videography and creativity of the program itself. Eventough I think they made some progress compare to last decade (wkwkwkw), he says that TVRI program looks dull, just like TV program one or two decade backwards. In the era of modern videography with the latest technology, it remains 'traditional' in somehow negative means. I say that TVRI nature is showing 'healthy' program which mostly infamous because they have to obey the holy rule to show only good thing to the people. But health progra, does not neccessarily pack with old camera and mediocre director. So why it remains backward? After moving from private company to public institution, I began to realize that money is the golden goal to keep an institution stay productive. Maybe this is the possible answer, why TVRI remain same since Soeharto era is because they are non-profit institution. They do not have any profit target to be achieved this year so why you bother to make a good program and attain viewer when you do not need advertiser. It occurs exactly same here, I almost have nothing to do for the last two weeks. I go to work to write blog, watch youtube, read comic online, or just chat with friends. What a dream job! But its boring, indeed. Everybody also seems very relax, chatting and laughing. It is because we do not have target how much we should earn this year. We can't deny that money becomes the core motivation that energize human productivity especially organization. It's not that money is everything but without money today we can do nothing. It reminds me of Hirschman, if I' m not mistakenly pick wrong philosopher, who says that today capitalism is soft power that harness human lust which previously turn out to be war. So he says capitalism is good cause it keep our world today peaceful (in term of negative peace). But, should public institution become profit oriented to keep them productive? Not 100%, but at least they should set a certain target that maybe can be calculated with money. Extra credit also should be given for them who can save more than spend. I think what our public institution lack of is clear goal and vision.
